Adobe Flash stopped support for mobile devices a few years ago, luckily we can still install Flash onto our Samsung Galaxy devices. What happens when you search for the app in Windows Store?
Surface RT comes with Flash already loaded.
Internet Explorer 10 on Windows RT supports Flash only for sites that are in the so-called cv list.

With Windows RT, you can install apps directly from the Windows Store, but you can't install desktop programs that you used with previous versions of Windows.
